accuses Indian businessman of foreign interference, disinformation"},"content":{"rendered":"<p> <br \/>\n<\/p>\n<div id=\"\">\n<div class=\"l-longform-article__section\"><\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">A south Edmonton split-level with a brick facade and a spruce out front is the unlikely Canadian headquarters of the Indian conglomerate the Srivastava Group.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">Run by a New Delhi family, the company claims to have offices in Belgium, Switzerland and Canada, where it owns newspaper and oil and gas businesses.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">But Canadian national security officials have alleged the <a href=\"https:\/\/globalnews.ca\/tag\/srivastava-group\">Srivastava Group<\/a> and its senior executive have also been involved in more secretive activities.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">According to public records released to Global News, in 2009 India\u2019s intelligence agencies \u201ctasked\u201d the Srivastava Group\u2019s vice chair to influence Canadian politicians.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">Indian intelligence wanted Ankit Srivastava to identify \u201crandom Caucasian politicians and attempt to direct them into supporting issues that impacted India,\u201d the Canadian Security Intelligence Service wrote.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">Srivastava was told \u201cto provide financial assistance and propaganda material to the politicians in order to exert influence over them,\u201d CSIS added in the 2015 report.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">In a subsequent report in 2021, CSIS wrote that Srivastava\u2019s company had been accused of registering fake websites that presented themselves as news outlets, some of them Canadian.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">\u201cThe objective of these fake media publications is to push a pro-India rhetoric and publish content that is critical of Pakistan,\u201d added the CSIS report, which was classified secret.<\/p>\n<\/div>\n<p><!-- close section --><\/p>\n<div class=\"l-longform-article__section\">\n<div class=\"l-longform-article__div l-longform-article__content l-longform-article__content--narrow l-article__part\" data-shortcode=\"section-heading\">\n<p>\n\t\t\t\t<span class=\"l-article__sectionAnchor c-sectionHeading__anchor\" id=\"a-serious-threat-to-canada\"\/><\/p>\n<h2 class=\"c-sectionHeading__title\">\n\t\t\t\tA \u2018serious threat to Canada\u2019\t\t\t<\/h2>\n<\/p><\/div>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">Immigration officials were so concerned Srivastava could taint elections that they declared him a \u201cserious threat to Canada\u201d and barred him from the country.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">\u201cThe information before me continues to suggest that the Srivastava Group maintained multiple fake news websites, some of which purported to be Canadian in origin,\u201d the immigration department wrote.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">\u201cThese websites, I argue, could be used to conduct operations in Canada to influence public opinion and the information available to voters, in effect compromising the normal functioning of Canadian government and electoral processes.\u201d<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">The case comes as Canada is facing an unprecedented Indian government foreign interference offensive that has allegedly included <a href=\"https:\/\/globalnews.ca\/news\/10989704\/hogue-disinformation-democracy-greatest-threat\/\">disinformation<\/a>, <a href=\"https:\/\/globalnews.ca\/news\/10904345\/patrick-brown-foreign-interference-appearence\/\">political meddling<\/a> and <a href=\"https:\/\/globalnews.ca\/news\/10811118\/indian-government-agents-canada-modi-opponents\/\">violence<\/a>.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">Canada\u2019s foreign interference commission wrote in its Jan. 28 report that Indian agents may have provided \u201cillicit financial support\u201d to politicians in an attempt to elect pro-India candidates or gain influence over them.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">The inquiry did not name names but the government\u2019s allegations about Srivastava, and his responses, are detailed in hundreds of pages of public documents filed in the Federal Court in Ottawa.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">The records show Canadian officials have taken the fight against Indian foreign interference and disinformation to a new front: the immigration system.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">CSIS declined to comment.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">But Srivastava has argued his innocence for almost a decade, and two rulings from the bench have gone his way, most recently last month.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">\u201cThe allegations against him are based on unreasonable inferences which are unsubstantiated and from unreliable sources,\u201d his lawyer Lorne Waldman said.<\/p>\n<\/div>\n<p><!-- close section --><\/p>\n<div 42-year-old businessman, Srivastava was born in India, studied in Geneva and honeymooned in Bora Bora with his Canadian bride, who sponsored him to immigrate as her spouse.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">\u201cMy husband is a successful business owner in India and would like to expand his business in Canada in the field of media and natural gas exploration,\u201d she wrote in her 2014 application.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">\u201cHe has already started the research of expanding his newspaper in Canada with the name of Canadian Politics Today, where this media would target majorly on activities of the government.\u201d<\/p>\n<div class=\"l-longform-article__div l-longform-article__content l-article__part\" data-shortcode=\"caption\">\n<figure class=\"c-figure c-figure--longform l-longform-article__content c-figure--wide l-longform-article__content--wide l-longform-article__content--inner c-figure--alignleft\">\n<div class=\"c-figure__inner\" style=\"width:254px;\">\n<div officials interviewed Srivastava at the High Commission in New Delhi on June 16, 2015. CSIS sent its security screening report to the Canada Border Services Agency a month later.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">The CSIS report said Srivastava had admitted he met frequently with India\u2019s Intelligence Bureau (IB) and foreign intelligence service, the Research and Analysis Wing (RAW).<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">He \u201crevealed that he was tasked by RAW to covertly influence Canadian government representatives and agencies on behalf of the Indian government,\u201d CSIS added.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">\u201cMr. Srivastava stated that the guidance from RAW included that he was to provide financial assistance and propaganda material to the politicians in order to exert influence on them.\u201d<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">\u201cAs an example,\u201d CSIS continued, \u201cMr. Srivastava stated that he was tasked to convince politicians that funding from Canada was being sent to Pakistan to support terrorism.\u201d<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">India has long complained that Canadian Sikhs who support the separatist Khalistan movement send\u00a0money to armed groups in Pakistan that conduct attacks in India.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">\u201cFurthermore, Mr. Srivastava stated that RAW had also tasked him to meet with government officials in Belgium and Canada in an effort to influence their views in favour of the Indian government.\u201d<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">CSIS said Srivastava met with the \u201cIB and RAW handlers outside of Canada at least every two months and that the last time he met with them was in May 2015.\u201d<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">He \u201cemphasized that he had no choice but to cooperate with RAW and IB,\u201d the CSIS report added, but \u201che had not been successful in his efforts.\u201d<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">Calling the matter a \u201cgross misunderstanding,\u201d Srivastava denied he was told to finance politicians, but said Indian intelligence \u201coffered to compensate me for my assistance.\u201d<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">\u201cBut I refused this flatly.\u201d<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">\u201cThe requests by the RAW and IB essentially amounted to a request for me to lobby Canadian politicians to influence them in favour of India\u2019s policies,\u201d he wrote.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">\u201cTheir requests were not to spy or provide information. It was to influence their views in favour of India. Even so, I refused their requests.\u201d<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">He claimed his meetings with the intelligence officers were \u201cin my capacity as a journalist\u201d since his company owns the New Delhi Times newspaper.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">As editor-in-chief, Srivastava claimed he only interacted with IB and RAW officers \u201cas a media person for the purposes of gathering news.\u201d<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">(Asked about his publication, the Reuters Institute for the Study of Journalism said it was not among the major news sources tracked in its annual <a href=\"https:\/\/reutersinstitute.politics.ox.ac.uk\/digital-news-report\/2024\/india\">survey<\/a> of Indian media.)<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">He also argued he had only received a summary of his interview with Canadian officials in New Delhi rather than a transcript, and disagreed with the characterization of his statements.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">Regardless, Canada\u2019s immigration department refused Srivastava\u2019s application for permanent residence, alleging there were reasonable grounds to believe he was involved in espionage.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">He appealed to the Federal Court and in 2020, a judge sided with him: His application was sent back to Immigration, Refugees and Citizenship Canada for another assessment.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">\u201cThe court found that there was insufficient evidence to meet the very low requirements to find someone inadmissible and rejected IRCC\u2019s finding related to his alleged membership in Indian intelligence,\u201d his lawyer said in a statement to Global News.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">By then, however, Srivastava was facing new allegations.<\/p>\n<\/div>\n<p><!-- close section --><\/p>\n<div class=\"l-longform-article__section\">\n<div class=\"l-longform-article__div l-longform-article__content l-longform-article__content--narrow l-article__part\" data-shortcode=\"section-heading\">\n<p>\n\t\t\t\t<span class=\"l-article__sectionAnchor c-sectionHeading__anchor\" id=\"the-disinformation-campaigns\"\/><\/p>\n<h2 class=\"c-sectionHeading__title\">\n\t\t\t\tThe &#8216;Disinformation Campaigns&#8217;\t\t\t<\/h2>\n<\/p><\/div>\n<div class=\"l-longform-article__div l-longform-article__content l-article__part\" data-shortcode=\"caption\">\n<figure class=\"c-figure c-figure--longform l-longform-article__content c-figure--full l-longform-article__content--full l-longform-article__content--inner c-figure--aligncenter c-figure--expandable\">\n<div class=\"c-figure__inner\" style=\"width:2048px;\"><figcaption class=\"c-figure__caption c-longform-caption\">\n\t\t\t\t\t\t\t<span class=\"c-longform-caption__desc\"><br \/>\n\t\t\t\t\tIndian Prime Minister Narendra Modi in the Oval Office with U.S. President Donald Trump, Feb. 13, 2025. (Photo\/Alex Brandon).\t\t\t\t<\/span><br \/>\n\t\t\t\t\t\t\t\t<\/figcaption><\/div>\n<\/figure>\n<\/div>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">The Srivastava Group describes itself as one of India\u2019s fastest-growing business houses, with a \u201cleadership position\u201d in \u201cthe key industries that drive economic growth.\u201d<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">Those include natural resources, clean energy, aerospace, consulting, health care, media and publishing, according to its website.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">Its headquarters, however, uses the same New Delhi address Srivastava listed as his residence on his immigration forms, while the Canadian office is an Alberta home owned by his in-laws.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">The modest Edmonton house is listed in corporate records as the office of three Srivastava Group businesses: the New Delhi Times Inc., A2N Energy and A2N International Trading Corp.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">Srivastava and his wife are the only officers of all three, according to Alberta and federal records.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">The corporate mission of the Srivastava Group is to publish \u201ccontent that educates\u201d and \u201cbuild healthier lives,\u201d but it has been accused of activities Canada deemed unhealthy to democracy.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">In 2019 and 2020, <a href=\"https:\/\/www.disinfo.eu\/\">EU DisinfoLab<\/a>, a Brussels-based collective that investigates disinformation, released <a href=\"https:\/\/www.bbc.com\/news\/world-asia-india-50749764\">reports<\/a> linking the Srivastava Group to \u201ca pro-India influence network.\u201d<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">\u201cThe operation\u2019s mission is to discredit nations in conflict with India in Asia, in particular Pakistan but also to a lesser extent China,\u201d EU DisinfoLab reported.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">Using fake news sites and non-profit organizations, the scheme allegedly sought to \u201cimprove the perception of India,\u201d and secure the support of international institutions.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">Methods allegedly included impersonating United Nations-accredited non-profit groups and using fake media, some of it targeting South-Asian populations in Canada.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">Based on the allegations, immigration authorities told Srivastava in 2022 that allowing him to immigrate would be contrary to Canada\u2019s interests.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">He was a major player in the Srivastava Group, which \u201chas engaged in a number of disinformation campaigns\u201d since 2005, the immigration section wrote.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">\u201cFake media outlets linked to the Srivastava Group in Europe include EP Today, EU Chronicle, the Times of Geneva, and 4 News Agency,\u201d they wrote.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">Sixteen of the websites were \u201cdesigned to look like local Canadian news websites,\u201d the report on Srivastava read, citing a 2019 <a href=\"https:\/\/www.cbc.ca\/news\/politics\/india-fake-news-sites-canada-1.5366591\">CBC<\/a> story. The websites promoted pro-India messaging and amplified fake or misleading articles about India\u2019s rivals, the Canadian immigration report said.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">The report also noted that a company called Aglaya Scientific Aerospace Technology Systems used the same New Delhi address as the Srivastava Group and was owned by Srivastava\u2019s brother.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \"><a href=\"https:\/\/www.vice.com\/en\/article\/leaked-catalog-weaponized-information-twitter-aglaya\/\">Aglaya<\/a> sells \u201cinformation warfare\u201d tools such as malware and intrusion software that can be used to disrupt critical infrastructure and steal commercial, government and military secrets, it said.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">The company had done business with groups implicated in state-sponsored hacking and surveillance targeting pro-democracy activists and political leaders of Canada\u2019s allies, the immigration section said.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">Aglaya did not respond to requests for comment.<\/p>\n<div class=\"l-longform-article__div l-longform-article__content l-article__part\" data-shortcode=\"caption\">\n<figure class=\"c-figure c-figure--longform l-longform-article__content c-figure--wide l-longform-article__content--wide l-longform-article__content--inner c-figure--alignleft c-figure--expandable\">\n<div class=\"c-figure__inner\" style=\"width:1200px;\"><figcaption class=\"c-figure__caption c-longform-caption\">\n\t\t\t\t\t\t\t<span class=\"c-longform-caption__desc\"><br \/>\n\t\t\t\t\tCBSA report on Ankit Srivastava. The government pursued a different strategy in 2022, alleging he was a security threat for, among other things, disinformation.\t\t\t\t<\/span><br \/>\n\t\t\t\t\t\t\t\t\t\t<cite class=\"c-longform-caption__cite\"><br \/>\n\t\t\t\t\tFederal Court\t\t\t\t<\/cite><br \/>\n\t\t\t\t\t<\/figcaption><\/div>\n<\/figure>\n<\/div>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">Allowing Srivastava to resettle in Canada would further the Srivastava Group\u2019s ability to pursue \u201cdisinformation operations in Canada to the detriment of the national interest and national security,\u201d the government report continued.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">\u201cFake news and disinformation can have a significant adverse impact on Canadian civil discourse, policymaking, and government relationships,\u201d the immigration department wrote.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">\u201cAs it appears that the Srivastava Group\u2019s disinformation campaigns have already targeted Canada\u2019s South Asian populations in the past, I am concerned that your presence in Canada could contribute to compromising the integrity of Canadian electoral processes.\u201d<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">Srivastava countered that his company had \u201cnever engaged in deliberately disseminating disinformation\u201d and denied any role in his brother\u2019s company.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">\u201cI have not conducted any disinformation campaigns in Canada,\u201d he wrote. \u201cI have never undertaken any activity that might harm Canada since my family is Proudly Canadian and I, too, plan to join them in their allegiance to Canada.\u201d<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">He questioned the reliability of reports by EU DisinfoLab, which he said had faced \u201clegal sanction and criticism\u201d of its work. They did not cite evidence about the alleged connection between the organizations featured in the report and the Srivastava Group, he said.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">Nor did the reports provide evidence the Srivastava Group disseminated falsehoods, he continued, insisting criticism of Pakistan\u2019s human rights abuses was not disinformation.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">\u201cMoreover, even if the allegation that the Srivastava Group disseminated false information about Pakistan were true, it is not clear how this would make the applicant a danger to the security of Canada.\u201d<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">EU DisinfoLab dismissed Srivastava\u2019s criticism of its work, which was widely covered by news outlets ranging from the BBC to Vice and <a href=\"https:\/\/foreigninterferencecommission.ca\/fileadmin\/foreign_interference_commission\/Documents\/Exhibits_and_Presentations\/Exhibits\/TSC0000002.pdf\">raised<\/a> at Canada\u2019s foreign interference commission.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">\u201cWe stand firmly and unequivocally by our report and its findings,\u201d said Gary Machado, EU DisinfoLab\u2019s managing director. \u201cIn the coming weeks, we will be publishing additional open-source evidence in response to this umpteenth attempt to discredit our work.\u201d<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">Disinformation expert Marcus Kolga said EU DisinfoLab is a \u201cvery credible\u201d organization, and its research \u201cexposed a really vast network that was developed by this Indian company.\u201d<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">Allowing a foreign national involved in such activity to immigrate would be \u201chugely problematic\u201d for Canada, particularly for communities targeted by these operations, he said.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">But after he was again rejected by Canada\u2019s immigration system, Srivastava took his case back to the court and the judge ruled on Jan. 31, 2025 that it was unreasonable to connect him to his brother\u2019s company.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">The case was sent back to the immigration department for yet another review. The court decision did not address the disinformation allegations. The downtown Edmonton suite that A2N Energy called its office had been emptied.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">Although it once claimed to own 4,000 hectares of Alberta oil and gas rights with more than a billion barrels, A2N Energy put its interests in the Calling Lake West, Judy Creek and Therien areas of the province up for sale in 2023.<\/p>\n<p class=\"l-longform-article__p l-longform-article__content l-longform-article__content--narrow \">According to Corporations Canada, A2N International Trading is facing pending dissolution for non-compliance.
