The listing is then published if the cabinet agrees with the recommendation.<\/p>\n<p>A listed group is not banned and being listed is not a crime \u2014 but the designation does effectively freeze a listed group\u2019s assets and property, which are also subject to seizure or forfeiture.<\/p>\n<div class=\"c-ad c-ad--bigbox l-article__ad\">\n<p>Story continues below advertisement<\/p>\n<\/p><\/div>\n<p>\u201cIt\u2019s an additional tool for law enforcement when we\u2019re looking at laying charges,\u201d Duheme said.<\/p>\n<div class=\"c-inlineSignup\" data-newsletter-inline=\"\">\n<div class=\"c-inlineSignup__image\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"170\" height=\"225\" loading=\"lazy\" src=\"https:\/\/globalnews.ca\/wp-content\/themes\/shaw-globalnews\/images\/skyline\/national.jpg\" alt=\"For news impacting Canada and around the world, sign up for breaking news alerts delivered directly to you when they happen.\"\/>\n\t\t\t\t<\/div>\n<div class=\"c-inlineSignup__content\">\n<h3>Get breaking National news<\/h3>\n<p>For news impacting Canada and around the world, sign up for breaking news alerts delivered directly to you when they happen.<\/p>\n<\/p><\/div>\n<\/p><\/div>\n<p>The term \u201ccartel\u201d might conjure notions of drug lords conspiring in Latin American countries.<\/p>\n<p>Duheme noted a cartel can be defined as a group of independent market participants who collude and agree not to compete with each other.<\/p>\n<p>\u201cYou could use the term cartel for any organized crime group,\u201d he said. \u201cBecause they divvy up the territory, they want to make sure that the market price is the same.\u201d<\/p>\n<p>Turf wars happen only when \u201cpeople are getting too hungry\u201d and want to expand their territory, he said.<\/p>\n<p>\u201cI think there\u2019s a lot of outlaw motorcycle gangs that can be qualified as cartels as well,\u201d he added.<\/p>\n<p>A recent Criminal Intelligence Service Canada report said organized crime groups involved in manufacturing fentanyl operate mostly in British Columbia and Ontario. It\u2019s a law enforcement issue. It\u2019s an intelligence issue. It\u2019s a public health issue.
