United States President Donald Trump<\/a> signed an executive order on Wednesday intended to ban transgender athletes<\/a> from participating in girls\u2019 and women\u2019s sports.<\/p>\n

<\/p>\n

The\u00a0order, titled \u201cKeeping Men Out of\u00a0Women\u2019s\u00a0Sports,\u201d gives federal agencies wide latitude\u00a0to\u00a0ensure entities that receive federal funding abide by Title IX in alignment with the\u00a0Trump\u00a0administration\u2019s view, which interprets \u201csex\u201d as the gender someone was assigned at birth.<\/p>\n

\u201cWith this\u00a0executive\u00a0order,\u00a0the war on\u00a0women\u2019s\u00a0sports\u00a0is over,\u201d\u00a0Trump\u00a0said at a signing ceremony in the East Room that included lawmakers\u00a0and\u00a0female\u00a0athletes\u00a0who have come out in support of a ban, including former collegiate swimmer Riley Gaines.<\/p>\n

White House press secretary Karoline Leavitt said the\u00a0order\u00a0\u201cupholds the promise of\u00a0Title IX\u201d\u00a0and\u00a0will require \u201cimmediate action, including enforcement actions, against schools\u00a0and\u00a0athletic associations\u201d that deny women single-sex\u00a0sports\u00a0and\u00a0single-sex locker rooms.<\/p>\n

The timing of the\u00a0order\u00a0coincided with National\u00a0Girls\u00a0and\u00a0Women in\u00a0Sports\u00a0Day,\u00a0and\u00a0is the latest in a string of\u00a0executive\u00a0actions\u00a0from\u00a0the Republican president\u00a0aimed at\u00a0transgender\u00a0people.<\/p>\n

Trump\u00a0found during the campaign that the topic resonated beyond the usual party lines. More than half the voters surveyed by\u00a0AP VoteCast\u00a0said support for\u00a0transgender\u00a0rights in government\u00a0and\u00a0society has gone too far. He leaned into the rhetoric before the election, pledging\u00a0to\u00a0get rid of \u201ctransgender\u00a0insanity,\u201d though his campaign offered little in the way of details.<\/p>\n

The\u00a0order\u00a0offers some clarity. For example, it authorizes the Education Department\u00a0to\u00a0penalize schools that allow\u00a0transgender\u00a0athletes\u00a0to\u00a0compete, citing noncompliance with Title IX, which prohibits sexual discrimination in schools. Any school found in violation could potentially be ineligible for federal funding.<\/p>\n

Enforcing Trump\u2019s orders will be a priority of\u00a0the embattled department.\u00a0In a call this week, the acting director of the Office for Civil Rights told staff they would need\u00a0to\u00a0align their investigations with Trump\u2019s priorities, according\u00a0to\u00a0people who were on the call who spoke on the condition of anonymity\u00a0to\u00a0AP for fear of reprisals.<\/p>\n

Already since\u00a0Trump\u00a0took office, the department has opened\u00a0an inquiry\u00a0into Denver public schools over an all-gender bathroom that replaced a\u00a0girls\u2019 bathroom, while leaving another one exclusive\u00a0to\u00a0boys.<\/p>\n

Trump\u00a0also issued a warning\u00a0to\u00a0the International Olympic Committee ahead of the 2028 Summer Olympics in Los Angeles. The president said he had empowered Secretary of State Marco Rubio\u00a0to\u00a0make it clear\u00a0to\u00a0the IOC that \u201cAmerica categorically rejects\u00a0transgender\u00a0lunacy. We want them\u00a0to\u00a0change everything having\u00a0to\u00a0do with the Olympics\u00a0and\u00a0having\u00a0to\u00a0do with this absolutely ridiculous subject.\u201d<\/p>\n

The IOC has essentially passed the buck on\u00a0transgender\u00a0participation, deferring\u00a0to\u00a0the international federations for each sport.<\/p>\n

That could change, however, when a new IOC president comes on\u00a0to\u00a0replace the retiring Thomas Bach.\u00a0Former track star Sebastian Coe, now the leader of World Athletics, is among the candidates up for election in March. Coe has been a strong proponent of limiting participation in female\u00a0sports\u00a0to\u00a0cisgender women.<\/p>\n

Trump\u00a0also said that Director of Homeland Security Kristi Noem will \u201cdeny any\u00a0and\u00a0all visa applications made by men attempting\u00a0to\u00a0fraudulently enter the United States while identifying themselves as women\u00a0athletes\u00a0to\u00a0try\u00a0and\u00a0get into the Games.\u201d<\/p>\n

Organizers for the 2028 Olympics did not immediately respond\u00a0to\u00a0requests for comment.<\/p>\n

The\u00a0order\u00a0is the latest of a series of moves by the\u00a0Trump\u00a0administration targeting\u00a0transgender\u00a0people.<\/p>\n
