{"id":14968,"date":"2025-01-31T09:15:44","date_gmt":"2025-01-31T09:15:44","guid":{"rendered":"http:\/\/torontotribune.ca\/index.php\/2025\/01\/31\/what-ex-security-officials-think-of-pierre-poilievres-top-secret-security-stance-national\/"},"modified":"2025-01-31T09:15:44","modified_gmt":"2025-01-31T09:15:44","slug":"what-ex-security-officials-think-of-pierre-poilievres-top-secret-security-stance-national","status":"publish","type":"post","link":"https:\/\/torontotribune.ca\/index.php\/2025\/01\/31\/what-ex-security-officials-think-of-pierre-poilievres-top-secret-security-stance-national\/","title":{"rendered":"What ex-security officials think of Pierre Poilievre\u2019s top secret security stance &#8211; National"},"content":{"rendered":"<p> <br \/>\n<\/p>\n<div id=\"\">\n<p>Former <a href=\"https:\/\/globalnews.ca\/tag\/national-security\">national security<\/a> officials are expressing skepticism over Conservative Leader <a href=\"https:\/\/globalnews.ca\/tag\/pierre-poilievre\">Pierre Poilievre\u2019s<\/a> refusal to receive classified briefings on foreign interference.<\/p>\n<p><\/p>\n<p>For months Poilievre has refused to obtain top-secret clearance so officials with the Canadian Security Intelligence Service (CSIS) could share intelligence on foreign interference with him.<\/p>\n<p>On Tuesday, just after Justice Marie-Jos\u00e9e Hogue released her report on foreign interference, Poilievre\u2019s office revealed he is also refusing to take briefings under CSIS\u2019s \u201cthreat reductions measures\u201d (TRM) mandate \u2014 which would allow the agency to share some information with the Conservative leader without him first obtaining security clearance.<\/p>\n<p>Poilievre has long argued that receiving classified intelligence would prevent him from holding the government to account on foreign interference. But ex-national security officials who spoke to Global News are skeptical of that position.<\/p>\n<p>In a statement, Poilievre\u2019s office maintained accepting the briefings would effectively \u201cgag\u201d the Conservative leader.<\/p>\n<div class=\"c-ad c-ad--bigbox l-article__ad\">\n<p>Story continues below advertisement<\/p>\n<\/p><\/div>\n<p>\u201cOfficials indicated that should Mr. Poilievre receive the TRM briefing, he would be legally prevented from speaking with anyone other than legal counsel about the briefing and would be able to take action only as expressly authorized by the government, rendering him unable to effectively use any relevant information he received,\u201d Poilievre\u2019s spokesperson, Sebastian Skamski, wrote in a statement.<\/p>\n<p>\u201cThis is clearly unacceptable, and entirely contrary to the government\u2019s supposed objective of enabling the person briefed to reduce risk.\u201d<\/p>\n<div class=\"c-tabs\">\n<p>\n\t\t\t<button role=\"tab\" class=\"c-tabs__tab c-tabs__tab--active\" type=\"button\">More on Canada<\/button><br \/>\n\t\t\t<button role=\"tab\" class=\"c-tabs__tab\" type=\"button\">More videos<\/button>\n\t\t<\/p>\n<\/p><\/div>\n<p>Skamski added that government officials indicated the briefings concerned foreign interference being \u201cdirected at\u201d parliamentarians, not about the \u201csuitability\u201d of sitting parliamentarians or candidates.<\/p>\n<p>Global News reached five ex-national security officials, including two former CSIS directors, for their perspective on Poilievre\u2019s argument.<\/p>\n<div class=\"c-inlineSignup\" data-newsletter-inline=\"\">\n<div class=\"c-inlineSignup__image\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"170\" height=\"225\" loading=\"lazy\" src=\"https:\/\/globalnews.ca\/wp-content\/themes\/shaw-globalnews\/images\/skyline\/national.jpg\" alt=\"Get the day's top news, political, economic, and current affairs headlines, delivered to your inbox once a day.\"\/>\n\t\t\t\t<\/div>\n<div class=\"c-inlineSignup__content\">\n<h3>Get daily National news<\/h3>\n<p>Get the day&#8217;s top news, political, economic, and current affairs headlines, delivered to your inbox once a day.<\/p>\n<\/p><\/div>\n<\/p><\/div>\n<p><strong>Richard Fadden, former CSIS director and national security and intelligence advisor to Stephen Harper and Justin Trudeau<\/strong><\/p>\n<p>\u201cOne, I think he has a responsibility to the public to ensure that people in his party are worthy of being members of the party and members of the House of Commons, and if there\u2019s a suspicion that they\u2019re not, I\u2019d argue it\u2019s his duty to find out and to do something about it. And I guess secondly, he argues that if he has a clearance and he\u2019s been given a briefing, he can\u2019t argue about it. Well, if he never has a briefing, he\u2019s arguing in a vacuum, so I\u2019m not sure how that helps him in a practical sense.\u201d<\/p>\n<div class=\"c-ad c-ad--bigbox l-article__ad\">\n<p>Story continues below advertisement<\/p>\n<\/p><\/div>\n<p>\u201cBut fundamentally, I think any number of people over the years have received this kind of briefing. Other countries do it, other Commonwealth countries provide these kind of briefings to opposition members, and they seem to be able to function.\u201d<\/p>\n<p><strong>Leah West, former Department of Justice counsel in National Security Litigation and Advisory Group<\/strong><\/p>\n<p>\u201cIt\u2019s accurate in the sense that if he wants to be able to disclose anything not in the House of Commons, then he would still be subject to the (Security of Information Act) \u2026 He still has the opportunity, if he so chooses, to hold the government to account based on what he knows on the floor of the House of Commons because of his (legal) immunity from anything he says on the floor of the House of Commons.\u201d<\/p>\n<p>\u201cI find his choice interesting because it\u2019s my understanding, for the most part, is that briefings that would be going to him \u2026 the information is something that he, because of the threat reduction measure, has to reasonably be believed to take measures to reduce the threat. You can\u2019t just share something as a threat reduction measure because it\u2019s nice to know. The definition of a threat reduction measure is, by sharing this information, we can do something to reduce the threat. I guess I assume he\u2019s afraid that if he gets a briefing, then he will actually know some facts that he can\u2019t criticize on the basis of those facts. It\u2019s hard to criticize when you actually know something. \u201c<\/p>\n<div class=\"c-ad c-ad--bigbox l-article__ad\">\n<p>Story continues below advertisement<\/p>\n<\/p><\/div>\n<p><strong>Stephanie Carvin, an international relations professor at Carleton University and former CSIS analyst<\/strong><\/p>\n<p>\u201cThere\u2019s a clear moving of the goal posts. It went from \u2018I should be able to get through this a threat reduction measure,\u2019 finally the government agrees, \u2018Okay we\u2019re going to give you a threat reduction measure.\u2019 \u2018Oh, okay, now I don\u2019t want to because I can\u2019t talk about the intelligence.\u2019 I don\u2019t know what he would say that hasn\u2019t already been said in the (Hogue) report \u2026 I guess my concern is that not taking an intelligence briefing because you can\u2019t turn it into a meme is not the seriousness with which we should be approaching this issue.\u201d<\/p>\n<p><strong>Jessica Davis, president of Insight Threat Intelligence and former official at the Financial Transactions and Report Analysis Centre (FINTRAC) and CSIS<\/strong><\/p>\n<p>\u201cIt\u2019s confusing to me that someone who wants to be the prime minister of Canada would turn down information about the country\u2019s security, particularly at a time when the country is facing significant terrorism, foreign interference, and other threats. Surely, greater knowledge of the threats facing Canada would be an asset in crafting policy and running a successful campaign.
