{"id":14966,"date":"2025-01-31T09:07:17","date_gmt":"2025-01-31T09:07:17","guid":{"rendered":"http:\/\/torontotribune.ca\/index.php\/2025\/01\/31\/analysis-why-hogue-thinks-disinformation-is-democracys-greatest-threat-national\/"},"modified":"2025-01-31T09:07:17","modified_gmt":"2025-01-31T09:07:17","slug":"analysis-why-hogue-thinks-disinformation-is-democracys-greatest-threat-national","status":"publish","type":"post","link":"https:\/\/torontotribune.ca\/index.php\/2025\/01\/31\/analysis-why-hogue-thinks-disinformation-is-democracys-greatest-threat-national\/","title":{"rendered":"ANALYSIS: Why Hogue thinks disinformation is democracy\u2019s greatest threat &#8211; National"},"content":{"rendered":"<p> <br \/>\n<\/p>\n<div id=\"\">\n<p>The rise of generative artificial intelligence, a decline of traditional professional media and the\u00a0persistent threat of foreign meddling have combined to make <a href=\"https:\/\/globalnews.ca\/tag\/disinformation\">disinformation<\/a> the greatest threat to Canadian democracy, the federal inquiry into <a href=\"https:\/\/globalnews.ca\/tag\/foreign-interference\">foreign interference<\/a> suggests.<\/p>\n<p><\/p>\n<p>That was one of the ominous warnings from Justice Marie-Jos\u00e9e Hogue\u2019s year-long probe into how hostile governments are targeting Canada\u2019s democratic processes, including the last two federal elections.<\/p>\n<p>Nowhere in Hogue\u2019s sprawling 860-page final report is it spelled out exactly how disinformation is a greater threat than more traditional forms of foreign interference, such as covertly funnelling money, attempting to influence politicians, messing around in nomination races or intimidating diaspora groups.<\/p>\n<p>Disinformation was discussed during commission testimony, but \u201cthe extent to which it was given prominence\u201d in Hogue\u2019s final report was surprising, said Stephanie Carvin, a professor at the Norman Paterson School of International Affairs at Carleton University.<\/p>\n<div class=\"c-ad c-ad--bigbox l-article__ad\">\n<p>Story continues below advertisement<\/p>\n<\/p><\/div>\n<p>\u201cThe prominence of it in the report is striking, just because while there was some discussion about disinformation in public \u2026 it doesn\u2019t really necessarily reflect (Hogue\u2019s) mandate, and there didn\u2019t seem to be a lot of public testimony on it,\u201d Carvin said in an interview.<\/p>\n<p>The few specific instances of disinformation discussed in the report led Hogue to find that it had\u00a0little, if any,\u00a0effect on the outcomes of the 2019 and 2021 general elections.<\/p>\n<p>Taken together, however, Hogue\u2019s digressions on disinformation suggest the danger is not just tipping the scales in a particular riding or even a general election, but to Canadians\u2019 shared understanding of politics itself.<\/p>\n<p>\u201cA healthy democracy is characterized by a vibrant and diverse range of voices and groups, engaged in a constant process of deliberation, discussion, negotiation and compromise \u2026 By fostering distrust, creating division and preventing compromise, disinformation threatens this fundamental feature of democracy,\u201d Hogue wrote.<\/p>\n<p>\u201cIn my view, it is no exaggeration to say that at this juncture, information manipulation (whether foreign or not) poses the single biggest risk to our democracy. It is an existential threat.\u201d<\/p>\n<div class=\"l-article__part\" data-shortcode=\"section-heading\">\n<p>\n\t\t\t\t<span class=\"l-article__sectionAnchor c-sectionHeading__anchor\" id=\"disinformation-in-the-2019-and-2021-elections\"\/><\/p>\n<h2 class=\"c-sectionHeading__title\">\n\t\t\t\tDisinformation in the 2019 and 2021 elections\t\t\t<\/h2>\n<\/p><\/div>\n<p>Hogue does reference three specific alleged instances of disinformation in recent elections: an apparently coordinated campaign targeting former Conservative MP Kenny Chiu, allegations of a misinformation campaign targeting Erin O\u2019Toole\u2019s Conservative campaign in 2021, and a disinformation campaign targeting Prime Minister Justin Trudeau after he alleged Indian officials played a role in the 2023 killing of Sikh activist Hardeep Singh Nijjar.<\/p>\n<div class=\"c-ad c-ad--bigbox l-article__ad\">\n<p>Story continues below advertisement<\/p>\n<\/p><\/div>\n<p>No state has been definitively connected to those three campaigns, although testimony suggested links to the People\u2019s Republic of China (PRC) in the first two instances and the Indian government in the last.<\/p>\n<div class=\"c-inlineSignup\" data-newsletter-inline=\"\">\n<div class=\"c-inlineSignup__image\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"170\" height=\"225\" loading=\"lazy\" src=\"https:\/\/globalnews.ca\/wp-content\/themes\/shaw-globalnews\/images\/skyline\/national.jpg\" alt=\"For news impacting Canada and around the world, sign up for breaking news alerts delivered directly to you when they happen.\"\/>\n\t\t\t\t<\/div>\n<div class=\"c-inlineSignup__content\">\n<h3>Get breaking National news<\/h3>\n<p>For news impacting Canada and around the world, sign up for breaking news alerts delivered directly to you when they happen.<\/p>\n<\/p><\/div>\n<\/p><\/div>\n<p>But in terms of the overall impact of disinformation on the last two general elections, testimony before Hogue\u2019s commission suggested it\u2019s had little to no effect on the outcome.<\/p>\n<div class=\"c-tabs\">\n<p>\n\t\t\t<button role=\"tab\" class=\"c-tabs__tab c-tabs__tab--active\" type=\"button\">More on Canada<\/button><br \/>\n\t\t\t<button role=\"tab\" class=\"c-tabs__tab\" type=\"button\">More videos<\/button>\n\t\t<\/p>\n<\/p><\/div>\n<p>The Media Ecosystem Observatory (MEO), a collaboration between researchers at McGill University and the University of Toronto, studied misinformation and disinformation circulating during both elections.<\/p>\n<p>While the MEO noted a \u201clarge amount\u201d of misinformation circulating during the 2021 election \u2014 particularly regarding COVID-19 measures and claims of voter fraud \u2014 the researchers noted it had a \u201climited impact on the election, due to the fact that it prompted little discussion and Canadians were able to detect false stories.\u201d<\/p>\n<p>There\u2019s good reason to believe that the next federal election, which could come in a matter of months, will be different according to Aengus Bridgman, MEO\u2019s director and a professor at the Max Bell School of Public Policy at McGill.<\/p>\n<p>The big three social media platforms Canadian political leaders, journalists and activists use \u2014 X, Facebook, and Instagram \u2014 are now controlled by two men, Elon Musk and Mark Zuckerberg. And they\u2019re now governed in a totally different way than they were in 2021, and I would say in addition with the advent of generative AI are now much, much more vulnerable to disinformation campaigns at scale then they were back then.\u201d<\/p>\n<p>Bridgman added that AI disinformation is cheap, easy to do at scale, and that democracies\u2019 communications infrastructure is \u201cvery susceptible\u201d to these kinds of attacks.<\/p>\n<p>\u201cAnd we are seeing it around the world. We are seeing disinformation campaigns, we are seeing attempts to influence mass public opinion by state and non-state actors, and that\u2019s enormously concerning,\u201d Bridgman said.<\/p>\n<p>Hogue\u2019s report emphasized the scale of the disinformation problem and noted Canada cannot easily fix it \u2013 especially not alone.<\/p>\n<div class=\"c-ad c-ad--bigbox l-article__ad\">\n<p>Story continues below advertisement<\/p>\n<\/p><\/div>\n<p>But the commission did make some recommendations, including establishing a government body to monitor \u201copen source\u201d information, such as social media activity, in attempts to identify and mitigate misinformation and disinformation.<\/p>\n<p>That would obviously face challenges, from privacy concerns to the government\u2019s authority to determine what is and what is not, in fact, correct or authentic information.<\/p>\n<p>Hogue also suggested traditional professional media, which have journalistic codes and practices, is an important component to making sure Canadians have\u00a0accurate information both in an election context and more generally.<\/p>\n<p>Fewer and fewer Canadians agree. According to a Reuters Institute survey, Canadians overall trust in media declined from 55 per cent in 2016 to just 39 per cent in 2024.
